Certificate of state registration

A certificate of state registration (SGR) is required for products that are manufactured or imported into the EEU for the first time. This document confirms its compliance with:

  1. the requirements of the technical regulations of the EEU (Customs Union);
  2. the common sanitary requirements established by the CCU Decision № 299 of 28.05.2010.

SGR is drawn up by an authorized body of the EEU member country. In Russia this is done by Rospotrebnadzor. The unified form of the document is approved by the Decision of the Board of the EEC No. 80 of 30.06.2017.

The applicant, i.e. the person for whom SGR is issued, can be a manufacturer of products, its seller (importer) or an official representative of the manufacturer, registered on the territory of the EEU as a legal entity or individual entrepreneur.

Products for which SGR is required

A certificate is required for products:

1) which are listed in the technical regulations as subject to state registration:

  • perfumes and cosmetics;
  • goods for children;
  • food products (meat, fish, dairy, oils and fats, juices, drinking water).

2) that is in Section II of the Unified List approved by CCU Decision No. 299 of 28.05.2010. In particular, it is:

  • household chemicals;
  • a number of detergents and cleaners;
  • means for disinfection, rat and insect control;   
  • substances, preparations based on them that pose a potential hazard;
  • materials and elements of water supply systems;
  • personal hygiene products and items;
  • products that will come into contact with foodstuffs;
  • certain construction materials;
  • some products of inorganic chemistry and organic compounds;
  • some dyes, varnishes and paints;
  • mastics and putties;
  • adhesives;
  • plastics, rubber, paper and articles thereof;
  • textile materials;

How to get SGR

The applicant must collect the documents, the list of which is established:

  1. the technical regulation (if it provides for state registration for products);
  2. clause 5 of the Rules approved by Decision of the Board of the EEC No. 80 of 30.06.2017. It contains two lists of documents: for products manufactured in the EEU and those imported into its territory from other countries.

Documents are required to be submitted to Rospotrebnadzor. Registration of the SGR form within the legally prescribed period – within 30 calendar days (unless otherwise stipulated by the technical regulation(s). Please note that a state duty is charged for this document.

If Rospotrebnadzor takes a decision to refuse the registration of the certificate, it sends a motivated refusal to the applicant within 3 working days
