TR CU 018/2011 applies to vehicles (hereinafter – TC) that are in use in the territory of the EEU (regardless of the place of production) or which are planned to be released into circulation on the market of the Union, as well as their components (spare parts). The list of standards to meet the established requirements is approved by the Decision of the Board of the EEC No. 219 of 25.12.2018.
Area of application
Objects of regulation:
1. Vehicles of four categories:
- L – motor vehicles (motorcycles, mopeds, scooters, etc.);
- M – passenger vehicles with four or more wheels (cars, buses, trolleybuses, etc.)
- N – trucks and their chassis (load capacity up to 3.5 tonnes, from 3.5 tonnes to 12 tonnes and over 12 tonnes)
- O – (semi-)trailers to the vehicles of the above categories (up to 10 tonnes and over).

The general list of objects that are subject to TR CU 018/2011 is provided in Annex 1 to TR CU 018/2011. A detailed list (with TN VED codes) is established by Decision of the EEC Board No. 77 of 14.07.2015.
Paragraph 3 of Chapter I of the technical regulation specifies the CU that are an exception and do not fall under its scope.
Conformity assessment
For different objects TR CU 018/2011 establishes different forms of assessment. Annex 12 to TR CU 018/2011 specifies the documents that the applicant must collect according to each of them.

- test the vehicle for the purpose of further issuance of SBCTS/OTS/OTTS;
- conduct a technical design examination (if the design of the vehicle has been changed);
- assess the components of the vehicle in the form of a declaration/certificate of conformity if they fall under the scope of this technical regulation.

The service is provided on the basis of a contract for the function of a foreign manufacturer in terms of ensuring compliance of the supplied products with the requirements of the technical regulations of the Customs Union and in terms of liability for non-compliance of the supplied products with the requirements of the technical regulations of the Customs Union.
