ТR CU 008/2011 «On Safety of Toys»

TR CU 008/2011 established requirements for toys in order to protect the health of users, primarily children, and so customers have no doubts about their purpose and safety. It applies to all new toys that are released on the EEU market, both produced in the territory of its Member States and imported.

Area of application

The list of toys that fall within the scope of TR CU 008/2011, and their HS codes can be found in the Decision of the Board of the Eurasian Economic Commission No. 11 of January 31, 2013.

In general terms, these are:

  • Toys on wheels: bicycles, scooters, toy strollers and cars;
  • Dolls and toys depicting animals;
  • Electric railroads and their components;
  • Constructors and puzzles;
  • Toy musical instruments;
  • Paints and pencils;
  • Products for holidays, magic tricks;
  • Electric toys.

Annex No. 1 lists products for which TR CU 008/2011 does not apply. These are products that are not considered toys for children, exhibition samples and toys made on special order, in particular:

  • Playground equipment;
  • Collectible scale models, decorative dolls that are not intended for children;
  • Artificial Christmas trees, Christmas decorations and electric lights;
  • Sports equipment;
  • Game machines;
  • Children’s costume jewelry;
  • Games and toys that operate at voltages over 24V;
  • Air guns, replicas of firearms, large bows for shooting;
  • Puzzles with more than 500 parts;
  • Inflatable armbands and goggles, helmets, sunglasses, and other protective equipment;

Certificate ТR CU 008/2011

It is required to obtain a certificate for children’s toys. Applicant, i.e. the person for whom the document is issued, can be a manufacturer, importer (seller) or the manufacturer’s official representative. For toys of serial production the certificate can be obtained for a period of up to 5 years. For a batch of goods the document is issued without a period of validity. Information about the issued certificate is entered by the certification body into the national part of the Unified Register (FGIS FSA). The register is publicly available on the website of the FSA (Rosakkreditatsiya).

Stages of the certification

  1. A certification expert and project manager will guide you through the procedure.
  2. You will receive an exact list of documents that need to be collected based on your specific application (including the documents needed for the production evaluation, if included in the certification scheme).
  3. The expert will identify and select samples of the goods, and then organize their testing in an accredited laboratory.
  4. When certifying the products of serial production, the expert will analyze the state of production. It is necessary to make sure that the manufacturer has all the necessary conditions to ensure the stable output of certified products to the requirements of technical regulations.
  5. If the results of tests and inspections of production are positive, the certification body will issue you a certificate. 
  6. If the certificate is issued for serial products, then during the period of its validity we will conduct inspection control with the specified periodicity – at least once a year. It is necessary to make sure that the manufactured products still meet the established requirements.

If you, as a foreign company, do not have an official representative on the territory of the EEU, we are ready to carry out the conformity assessment procedure on our behalf.
