TR CU 007/2011 «On the safety of products intended for children and adolescents»

TR CU 007/2011 applies to products for children (under 14 years) and adolescents (under 18 years) that are available on the EEU market.  Requirements for goods manufactured in the EEU and imported into its territory from other countries are the same.

Scope of TR CU 007/2011

Products that fall under the technical regulation are listed in Annex № 1. In general terms it is:

  • pacifiers, pacifiers and gum massagers;
  • tableware, baby care items (hygiene items (including disposable), potties, bathtubs, toothbrushes, etc;
  • clothing and shoes;
  • sleeping and bathing accessories;
  • leather products (briefcases, belts, gloves, etc.);
  • strollers and bicycles;
  • office supplies and school supplies;
  • children’s books and magazines;

Products that are not covered by TR CU 007/2011 are listed in paragraph 1 of Article 1.

How conformity is confirmed

TR CU 007/2011 establishes three forms (methods) by which it is assessed whether products meet the established requirements:

  1. state registration (and declaration thereafter);
  2. declaration;
  3. certification.

In order to understand which form of conformity assessment a particular product should undergo, it is important to correctly identify it. For example, clothing is identified by its age group and by the area of contact with the skin.

The certificate of state registration is indefinite. The period of validity of the declaration depends on the declaration scheme, which includes testing samples of goods. If they are carried out by the applicant itself – then the document can be accepted for up to 3 years, and if an accredited laboratory – for a period of up to 5 years.

The period for which the certificate can be issued depends on who is the applicant. If the applicant is a seller registered by a member state of the Customs Union, the period of validity of the certificate – no more than 3 years;

If the applicant is a manufacturer or a person who performs the functions of a foreign manufacturer on the basis of a contract with him, the duration of the certificate – not more than 3 years, the periodicity of inspection control of certified products – once a year;

If the applicant is a manufacturer or a person who performs the functions of a foreign manufacturer under a contract with it and has a certified quality management system, the certificate validity period – not more than 5 years, the periodicity of inspection control of certified products – once a year.

Stages of certification

  1. The certification expert and project manager will tell you how the service will be provided.
  2. You will receive an exact list of documents that need to be collected based on the conditions of your application (including documents that are required for production evaluation, if it is included in the certification scheme.)
  3. The expert will identify and select samples of the goods, and then organize their testing in an accredited laboratory.
  4. When certifying the products of serial production, the expert will analyze the state of production. It is necessary to make sure that the manufacturer has all the necessary conditions to ensure the stable output of certified products to the requirements of technical regulations.
  5. If the results of tests and inspections of production are positive, the certification body will issue you a certificate. 
  6. If the certificate is issued for serial products, then during the period of its validity we will conduct inspection control with the specified periodicity – at least once a year. It is necessary to make sure that the manufactured products still meet the established requirements.
